Democracy International (DI) is seeking to hire an Expert for Mapping of the key legislative priorities in the social protection policy landscape for the Protection, Inclusion and Empowerment activity Program in Armenia. The Consultant will be tasked to develop the map of critical policy and legislative changes in the current programming of the MLSA in the domains of social assistance, social protection and services for vulnerable group. The mapping will outline the main outcomes of these reforms and legislative changes, will indicate roles of the key stakeholders in their implementation (e.g. Ministry of Territorial Administration, Ministry of Education, Science, Culture and Sports, Ministry of Health, Unified Social Service) as well as will it indicate the main legislative gaps impeding the smooth implementation of these reforms and delivery of services, including budgetary constraints. The Consultant will be expected to work closely with the Armenia-based Protection, Inclusion, and Empowerment (PIE) team to conduct a research and develop the map of critical policy and legislative changes in the current programming of the MLSA in the domains of social assistance, social protection and services for targeted vulnerable groups.

RESPONSIBILITIES
: 
- Conduct desk research on the current social protection reforms produced by local international development organizations and research entities;
- Conduct interviews with key reform teams and leadership of the MLSA, USS, MTA, MoESS, MoH as appropriate;
- Examine the legislative landscape of the MLSA and other stakeholder ministries and organizations;
- Draft a report of initial findings and present findings to the PIE team, MLSA, MoTAI, other ministry decision makers and legislators;
- Complete the final report with recommendations to the PIE, MLSA, and legislators;
- Other duties as DI may reasonably request based on the Consultant’s Scope of Work.
REQUIRED QUALIFICATIONS
: 
- Master’s degree in a relevant field of Law, Public Administration or a related discipline;
- Advanced knowledge conducting legislative analysis of the social protection system;
- Minimum of five years of relevant experience and demonstrated knowledge of developing policy documents;
- Experience in collaborating with MLSA and a wide range of stakeholders, including government officials, social workers, and individuals;
- Excellent writing and analytical skills;
- Excellent spoken and written Armenian and English;
- Knowledge of the MLSA social protection systems and structure, social protection landscape of Armenia and relevant legislation, familiarity with the recent social protection reform;
- Experience of working on other donor-funded research projects, developing and conducting presentations.
Deliverables:
- Report with the main results of the desk research and interviews;
- Social Protection Landscape Mapping report with the presentation materials, and draft legal suggestions validated by the MLSA leadership and the key stakeholders;
- Summary report in English with the key results of the work.
