ОПИСАНИЕ ДОЛЖНОСТИ

While the Communications Officer will work on behalf of the DEPP partners, the Officer will be hired by IFES. Within IFES, the Communications Officer is an intermediate professional position who will formally report to the IFES Armenia Country Director. The position is tasked with coordinating, developing, and streamlining strategic communications activities on behalf of the consortium, by working together with all DEPP partner organizations participating in CEPPS’ programming in Armenia under DEPP. The successful candidate will be responsible for working closely with staff across multiple organizations within a matrixed consortium environment to understand each partners’ lines of programming and create original content which improves the visibility of the consortium’s initiatives and promotes civic engagement and democratic values through strategic communications outreach. This position requires a dynamic and creative individual with strong interpersonal and communications skills, capable of managing multiple responsibilities across a variety of platforms and partners while maintaining alignment with the goals of the project. Attention to detail, and the ability to ensure consistent, accurate, and effective dissemination of information are required.
ОБЯЗАННОСТИ
: 
- In close consultation and coordination with DEPP partner organizations, develop and implement a project-specific communications strategy that is aligned with the goals of the project and meets the expectations and requirements of the donor;
- Lead efforts and provide support to each DEPP partner to implement a project communications strategy;
- Establish internal and external communications strategies to curate, produce and distribute relevant content to demonstrate the project principles, actions, and results and that promote consistent messaging of the project’s work;
- Prepare programmatic content materials and informational resources for both internal and external stakeholders;
- Curate and produce content for the project’s communications mechanisms (i.e., news releases/media coverage, social media, speeches, photos/video of activities, blog statements, features, newsletter, etc.);
- Build and curate relationships with the USAID Armenia communications team, national media representatives, key stakeholders and program beneficiaries to elevate and promote project materials and outreach resources;
- Organize and ensure logistic coordination for public events and activities, following standard guidance and processes;
- Create an effective communications environment for the project team to facilitate the publication of public-facing content and project successes. Facilitate communications and help project team members create and share their work with content that will enable the successful implementation of the strategic communications strategy and subsequent action plans. Ability to design, develop and deliver short training sessions on communications, social media and online content creation for local DEPP partners;
- Conduct periodic media monitoring, tracking developments and local news relevant to DEPP partners and create a format and distribution mechanism to share these updates internally;
- Build and maintain a media database, with a list of local media outlets and contact information for relevant journalists for the DEPP partners.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ
: 
- Education: Bachelor’s degree in strategic communications, public relations, political science, international development, or another related field required. Master’s Degree preferred;
- Experience: Minimum of 4 years of relevant work experience in strategic communications, journalism, and media engagement. Extensive experience working on strategic communications, public outreach and public relations. Experience delivering professional social media products, media relations and internal communications required;
- Related Skills or Knowledge: Experience with project strategic communications and public relations. Ability to develop and implement a strategic communications plan. Excellent and professional written and verbal communication skills including presentation skills required. experience working with consortia or consensus-building skills desired. Demonstrated experience planning and managing social media campaigns desired. Proven success working effectively with a diverse grouping of stakeholders, to include civil society, media, and government entities. Experience working in political campaigns and/or government communications highly preferred;
- Language Skills: Native Armenian language speaker. Excellent English written and spoken language skills required;
- Travel: Travel up to 15% of the time.

About the Consortium for Elections and Political Process Strengthening (CEPPS): The Consortium for Elections and Political Process Strengthening (CEPPS) is a co-equal, legal joint venture that was established in 1995 between the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI). Currently, CEPPS holds the Democratic Elections and Political Processes (DEPP) leader with associates award from the U.S. Agency for International Development (USAID) and has held similar awards since its creation. Through the DEPP mechanism, CEPPS empowers local partners to build resilient government institutions, political parties, and electoral processes in fragile states and developing democracies.
The CEPPS consortium has recently received a new USAID-funded project entitled the Elections and Political Processes (EPP) Activity in Armenia. In addition to the three CEPPS core partners mentioned above, two additional Senior Technical Partners, the Center for International Private Enterprise and the American Bar Association, are also engaged in the delivery of this award. The goal of the project is to ensure that Armenia’s elections and political processes better reflect and respond to citizens’ needs. In support of the DEPP partnership’s work in Armenia, CEPPS, through IFES, is hiring a local communications officer to support the consortium in its communications and outreach efforts.
